Governance Architecture

The existing governance model separates external scrutiny, standards and quality, assessment decisions, and credential issuance.

Global Advisory Council

LII's standards, frameworks and governance practices are informed and reviewed by a Global Advisory Council — an independent body of senior practitioners drawn from the sectors LII serves.

Purpose

The Global Advisory Council provides external scrutiny of LII's capability frameworks, assessment standards, and governance practices. Its function is to ensure that the institute's standards remain current, credible, and internationally relevant — and that LII operates with the independence and transparency that its institutional role requires.

The Council does not manage the operational affairs of the institute. Its role is advisory and scrutinising: to challenge the standards, to bring external perspective from the markets and sectors LII serves, and to provide the independent oversight that underpins confidence in LII's certifications and accreditations.

Responsibilities

  • Standards Review

    Periodic review of LII's certification and accreditation frameworks to ensure continued relevance to international professional practice.

  • Governance Oversight

    Independent scrutiny of assessment processes, quality assurance mechanisms, and complaints and appeals procedures.

  • Market Intelligence

    Informing LII's understanding of evolving employer expectations, government workforce priorities, and international professional practice standards.

  • Independent Standards Assurance

    Providing independent scrutiny, professional perspective and constructive challenge on LII's standards and governance practices, within the Council's existing advisory role.

Sector Representation

Council members are drawn from the sectors that employ, deploy, and depend on verified leadership capability.

He brings to the Council a practitioner's perspective on Gulf business leadership, private sector dynamics and the communications landscape across the GCC.

His portfolio spans leadership development, innovation ecosystems, public-private partnerships and venture building — providing the Council with a broad international perspective grounded in applied strategy and workforce systems.

Founder and CEO of E.L.F Consulting and the Qualifications Development Bank — Egypt's first awarding body — Rania El Ghoneimy has operated as a City & Guilds exclusive partner since 2013. A former Senior Partner at LOGIC Management Consulting, she holds a business administration degree from the Université de Poitiers and an Executive Leadership Diploma from IMD Switzerland. Her experience spans qualifications development, standards design and organisational transformation across Egypt, the UAE and the wider region, making her a principal adviser on professional standards and workforce credentialling.

Assessment Governance

Certification is awarded on the basis of independently assessed evidence against published standards. Assessment decisions are not influenced by commercial relationships, fee levels, or the identity of the candidate's development provider.

Independence of Assessment

All LII certifications are assessed by qualified, independent practitioners who have no commercial relationship with the candidates they assess and no financial interest in the volume of certifications issued. Assessors are appointed against defined criteria and trained on LII's assessment standards.

Evidence-Based Certification

Every certification decision is based on independently assessed evidence of demonstrated leadership capability in real workplace contexts. The assessment framework specifies the evidence required at each certification level — evidence of impact, not evidence of attendance or course completion.

Moderation & Quality Control

Assessment decisions at all levels are subject to internal moderation before being confirmed. Moderation ensures consistency of standard across assessors, across cohorts, and over time. Moderation records are maintained and available for audit. Significant assessor divergence triggers review.

Verification & Credential Integrity

The proposed LII Digital Passport is intended to provide a machine-readable certification record and independent verification route. Its W3C format, live status and revocation behaviour require external technical validation before launch.

Application & Eligibility

Candidate submits application. Eligibility against level criteria is confirmed.

Evidence Submission

Candidate submits evidence portfolio demonstrating workplace leadership impact against published standards.

Independent Assessment

Qualified independent assessor evaluates evidence against LII's published framework and rubric.

Moderation

Assessment decision reviewed by moderation panel. Consistency of standard verified before confirmation.

Certification Decision

Decision confirmed or referred for further assessment. Candidate notified with written rationale.

Credential Issued

Proposed credential issuance and registry activation, subject to external technical validation.

Candidates who are not awarded certification receive a written assessment report. An independent appeals process is available to all candidates.

LII operates four integrated standards frameworks. Each framework is published, independently reviewed, and periodically updated to reflect evolving international professional practice.

Standards Review Cycle

LII's standards are not static. The professional landscape — and the leadership capability required within it — evolves continuously. Standards are reviewed periodically under a defined review cycle, informed by advisory council feedback, assessor observations, employer input, and international professional practice.

Version changes to published frameworks are communicated to all active candidates, certified members, and accredited partners in advance of implementation. Assessment decisions are always made against the framework version current at the time of application, unless an updated framework offers more favourable terms.

No approved framework documents are currently available for public download. The publication hub will display only owner-approved files and supplied document metadata.

Independence & Integrity

The credibility of every LII credential depends on the integrity of the process that produced it. The following commitments are not aspirational — they are structural features of how LII operates.

Outcomes Are Not Guaranteed

Certification is awarded on the basis of assessed evidence only. No arrangement — commercial or otherwise — can guarantee a particular certification outcome. Fees fund the assessment process; they do not determine the result.

Assessment Decisions Are Independent

All certification decisions are made by qualified, independent assessors. LII staff with operational responsibilities do not make or influence certification decisions. Assessment decisions are separated from commercial functions.

Standards Are Applied Consistently

The same published standards and assessment rubrics apply to all candidates at each certification level. Standards do not vary by nationality, organisation type, market sector, or the identity of the candidate's employer or development provider.

An Appeals Process Exists

Every candidate who does not receive a certification award has the right to appeal the decision on procedural or substantive grounds. Appeals are reviewed by an independent panel that did not participate in the original assessment decision.

Verification Is Maintained Independently

The proposed credential architecture is intended to support resilient verification. Availability, independence from LII's operational systems and continuity behaviour require external technical validation and tested service controls.

No Conflict of Interest in Training

LII does not deliver training, coaching, or development content. There is no commercial incentive for LII to issue certifications in high volumes or to lower assessment standards. Revenue derives from assessment fees — which are fixed and independent of outcome.

Quality Assurance

LII's quality assurance framework covers every aspect of the assessment and certification process — from assessor appointment through to credential verification and complaints management. Quality assurance is ongoing, documented, and subject to periodic review.

Assessor Approval & Continuing Development

Assessors are appointed against published criteria covering professional experience, assessment competence, and independence requirements. Approved assessors undergo initial training on LII's frameworks and rubrics. Continuing development is required to maintain approved status. Assessor performance is monitored through moderation records.

Moderation & Consistency

All assessment decisions are moderated before confirmation. Moderation panels review samples of assessor decisions to verify consistency of standard. Divergence from expected ranges triggers review and, where necessary, re-assessment. Moderation records are maintained and available for quality audit.

Policy Review

LII's assessment, certification, appeals and complaints policies are reviewed on a defined cycle. Policy changes are communicated to all active stakeholders before implementation. Policies are published and accessible to candidates, certified members, and accredited organisations.

Standards Review

Certification and accreditation frameworks are reviewed periodically under a defined review cycle. Reviews incorporate assessor observations, advisory council input, employer feedback, and analysis of international professional practice. All changes are version-controlled and communicated in advance.

Complaints Management

LII maintains a formal complaints procedure for all stakeholders — candidates, certified members, accredited organisations, and third parties. Complaints are acknowledged within five working days and resolved within a defined timeframe. Complaint trends inform quality improvement reviews.

Appeals Management

Candidates may appeal certification decisions on procedural or substantive grounds within a defined period following notification. Appeals are reviewed by an independent panel. All appeal decisions are documented, communicated in writing, and recorded for quality audit. Appeal outcomes may result in standard review.

Credential Verification Integrity

The LII Digital Passport registry is monitored for accuracy, availability, and integrity. Revocation procedures ensure that credentials reflecting superseded, suspended, or withdrawn certifications are updated without delay. The verification system is maintained independently of operational functions.

Periodic Quality Audit

LII's governance and quality assurance processes are subject to periodic internal audit. Audit findings are reviewed by the advisory council. Where findings identify systemic issues, corrective action plans are documented and tracked. Audit summaries inform the institute's annual review of governance practice.

Quality assurance in certification is not a compliance exercise. It is the operational mechanism through which LII maintains the confidence of every employer, institution and government body that relies on an LII credential to make a material decision.

Governance Team

LII's Governance Team is responsible for institutional strategy, standards stewardship, governance policy, quality assurance and the integrity of the Institute's certification and recognition frameworks. Operational governance is deliberately separated from independent assessment and external advisory scrutiny.

Leadership Impact Institute has been established by Clever Find Consultancy Limited as an independent professional institute focused on the assessment and verification of demonstrated leadership capability.

Executive Director, Standards & Governance

Dr Tony Degazon is an international education, skills and workforce development leader with extensive experience in professional standards, qualifications, assessment, quality assurance and leadership development across the Middle East, Europe and international markets.

His experience includes national TVET strategy, competency and occupational standards, assessment governance and workforce transformation across government, corporate and education systems.

At LII, he leads institutional strategy, standards development and governance. Individual certification decisions are made through LII's independent assessment and moderation processes and are not determined by the Executive Director.
