What Is Assessed
COL uses the same four-component model as all LII levels. At COL, evidence must span an operational breadth that goes beyond a single team. Cross-functional impact, commercial responsibility, and senior stakeholder influence are assessed as concrete, verifiable leadership realities — not competency claims.
Capability Evidence Portfolio
40%The portfolio must demonstrate cross-team or departmental accountability over a minimum three-year period. Evidence must show commercial judgement, resource responsibility, and measurable cross-team impact — not a single-team lens broadened with claims about influence.

Professional Practice Review
20%At COL, the practice review examines how the candidate operates in senior stakeholder environments, navigates organisational complexity, and makes commercial decisions under uncertainty. Feedback must come from people who have observed the candidate in cross-functional or senior contexts.

Strategic Project
20%A structured account of a cross-functional initiative the candidate conceived, led, and evaluated. At COL, the project must demonstrate operational breadth: managing dependencies across teams, allocating resources under constraint, and producing verified cross-team outcomes.

Panel Assessment
20%The COL panel tests senior leadership thinking. Assessors examine the candidate's commercial acuity, their approach to cross-team complexity, and how they make decisions in ambiguous, resource-constrained operational environments. This is a rigorous intellectual challenge, not a competency checklist.

COL candidates are assessed against four capability domains that define operational leadership at Member grade — beyond team accountability, into organisational breadth.
Cross-Team Operational Impact
The COL candidate is not a strong team leader who also does some cross-team work. They hold formal accountability for outcomes that span multiple teams or an operational area — and can evidence that accountability with verifiable data, not influence claims.

Commercial Judgement
COL leaders operate with real commercial stakes. This domain assesses whether the candidate has exercised genuine commercial judgement — making decisions about resource allocation, investment, risk, and return — and can account for the outcomes of those decisions.

- Commercially significant decisions made under uncertainty, with outcome evidence
- Reflective account of a commercial judgement call: the decision, the reasoning, the result
Senior Stakeholder Effectiveness
Leading across an operational area requires credibility with senior stakeholders — including those who outrank the candidate and those with different functional priorities. This domain assesses the candidate's ability to influence upward, manage competing demands, and sustain trust at Director level and above.

Organisational Impact
The highest bar for COL evidence is demonstrable organisational impact — outcomes that went beyond the candidate's immediate team and changed something measurable about how the organisation performs. This domain is the clearest marker of readiness for CSL.

Who This Level Is For
COL is for leaders who have moved from managing a team to leading an operational area. The shift is not in job title — it is in the nature of the accountability. COL leaders are responsible for outcomes that span boundaries, involve commercial stakes, and require senior stakeholder trust.
You are ready for COL if you:
- Hold accountability across multiple teams or an operational area (not just one team)
- Have at least 3 years in a cross-team or departmental accountability role
- Hold budget or resource responsibility with real commercial decisions
- Can obtain senior stakeholder feedback from Director level or above
- Have led a cross-functional initiative with measurable organisational outcomes
- Have 7+ years of total leadership experience

Apply & Level Confirmation
Submit your application via the LII online portal. An assessor reviews your stated cross-team accountability, commercial responsibility, and total experience against COL threshold requirements. Confirmation within five working days. No charge at this stage.

Foundation Benchmarking Assessment
A structured baseline conversation — approximately 90 minutes — scoping your evidence across all four domains, identifying the strongest cross-functional examples, and confirming readiness to proceed. Conducted remotely with a senior LII assessor experienced in operational leadership.

Portfolio & Evidence Build
You compile your Capability Evidence Portfolio spanning the 60-month evidence window, obtain senior stakeholder feedback (Director level or above), document your cross-functional initiative with verified outcome data, and complete your commercial judgement account. Most candidates complete this in 12–16 weeks with support from an LII evidence coach.

Independent Assessment & Panel
Two senior LII assessors conduct a rigorous review of your submission. The panel conversation — typically 75–90 minutes — tests commercial acuity, cross-functional leadership thinking, and the quality and interpretation of your organisational impact evidence. This is the most intellectually challenging component of the COL assessment.

Successful candidates receive COL certification, issued via LII Digital Passport — independently verifiable at verify.lii.institute. COL confirms leaders of operational areas, not individual teams. Includes recognised MLII Member status.
