What Is Assessed
CSL uses the same four-component model as all LII levels. At CSL, the evidence standard shifts from operational breadth to strategic depth: strategy authorship, transformational change delivery, and post-implementation sustainability. Board-adjacent feedback is a mandatory requirement.
Capability Evidence Portfolio
40%The CSL portfolio must demonstrate senior leadership with strategic accountability — not operational excellence broadened with strategic language. Evidence must include strategy authorship, cross-organisational communication of direction, and a transformational change initiative with post-implementation data.

Professional Practice Review
20%At CSL, the practice review examines how the candidate operates in board-adjacent environments — influencing governance, shaping culture, and managing the complexity of organisational change. Feedback must come from people who have observed the candidate in genuinely strategic leadership contexts.
- Board-adjacent feedback: from CEO, MD, Chair, or equivalent senior stakeholder
- Reflective account of navigating strategic ambiguity or board-level challenge

Strategic Project
20%The CSL strategic project must be a genuine transformational change initiative — not a process improvement dressed in strategic language. The account must demonstrate the full arc of strategic leadership: from directional diagnosis through execution to sustained post-implementation impact.

- Documented candidate leadership from conception through to sustained implementation
- Post-implementation data from at least 6 months after completion, showing sustained impact
Panel Assessment
20%The CSL panel is conducted by two senior LII assessors and examines strategic leadership thinking at its most rigorous. Assessors test how the candidate diagnoses strategic challenge, communicates direction under uncertainty, and sustains culture through complexity. This is a peer-level intellectual exchange, not a competency interview.
- Deep interrogation of the transformational change initiative and the candidate's strategic thinking
- Challenge on strategy authorship — how direction was set and communicated
- Exploration of the candidate's leadership philosophy at the strategic level
Capability Standards
CSL candidates are assessed against four capability domains that define what CSL-level strategic leadership looks like in verified practice at organisational scale.
Strategy Authorship
CSL candidates do not implement strategies others have written. They author strategic direction. This domain assesses the candidate's genuine contribution to setting organisational or divisional strategy — including the diagnostic thinking, consultative process, and communication of direction to diverse stakeholders.
- Documented evidence of leading or co-authoring a strategic plan or direction-setting process
- Evidence of how strategy was communicated across the organisation and received
- Stakeholder evidence confirming the candidate's strategic contribution
Transformational Change Leadership
Strategy only becomes leadership when it changes something. This domain assesses the candidate's ability to lead genuine organisational transformation — not incremental improvement — and sustain the change long enough to produce post-implementation evidence of lasting impact.
- A transformational change initiative with documented leadership at every stage
- Post-implementation performance data from at least 6 months after completion
- Evidence that the change was sustained after the candidate's active leadership phase ended
Culture Stewardship
Strategic leaders are responsible for the health of the organisations they lead — not just the outcomes they produce. This domain assesses the candidate's deliberate investment in organisational culture: how it was diagnosed, shaped, and sustained through the demands of strategic change.
- Evidence of deliberate culture-shaping activity with verifiable organisational response
- Documentation of how culture was maintained through transformational change pressure
- Board-adjacent or senior stakeholder confirmation of the candidate's cultural leadership
Board-Adjacent Leadership
Strategic leaders operate in the space between executive delivery and governance accountability. This domain assesses the candidate's credibility and effectiveness in board-adjacent environments — presenting strategy, managing governance expectations, and influencing at the highest levels of the organisation.
- Feedback from a CEO, MD, Chair, or equivalent — attesting to strategic leadership credibility
- Evidence of presenting strategic proposals at board or equivalent governance level
- Documented instances of upward strategic influence that shaped governance decisions
Who This Level Is For
CSL is for leaders who have moved beyond operational excellence into genuine strategic accountability. They set direction — not just execute it. They author strategy — not just implement it. And they can prove it with evidence that spans years, not episodes.

Submit your application via the LII online portal. A senior assessor reviews your strategic accountability, total experience, and stated transformational change evidence against CSL threshold requirements. Confirmation within five working days. No charge at this stage.

Foundation Benchmarking Assessment
A structured baseline conversation — approximately 90 minutes — scoping your evidence across all four strategic domains, identifying the strongest strategy authorship and transformational change examples, and confirming your readiness to proceed. Conducted with a senior LII assessor with executive leadership experience.

Portfolio & Evidence Build
You compile your Capability Evidence Portfolio spanning the 60-month evidence window, obtain board-adjacent feedback (CEO, MD, Chair, or equivalent), document your transformational change initiative with 6+ months post-implementation data, and complete your strategy authorship account. LII provides an evidence framework and access to a senior evidence advisor. Most candidates complete this in 14–18 weeks.

Independent Assessment & Panel
Two senior LII assessors with executive leadership backgrounds review your full submission. The panel conversation — typically 90 minutes — is a rigorous peer-level exchange: your strategic thinking is tested through the evidence, and your ability to operate at the intersection of strategy, culture, and governance is assessed in depth.
