What Is Assessed
CTL uses the same four-component model as all LII levels. At CTL, evidence thresholds are substantially higher: assessors look for sustained, multi-period performance — not isolated achievements. Leadership here is tested over time, not in a single episode.
Capability Evidence Portfolio
40%The portfolio must demonstrate leadership sustained over a minimum two-year period in a formal team leadership role with people management responsibility. Isolated strong performance is insufficient — assessors look for consistency across multiple performance cycles and demonstrable impact on team members' development.

Professional Practice Review
20%At CTL, the practice review assesses how the candidate models accountability behaviours, creates conditions for team members to grow, and navigates complex interpersonal dynamics — including underperformance, conflict, and retention.
- 360° feedback from minimum three respondents, including at least one direct report
- Evidence of handling a performance improvement, conflict, or retention situation
- Reflective account of how the candidate builds accountability within the team
Strategic Project
20%A structured account of a performance improvement initiative: how the candidate identified a gap in team performance, designed and implemented an intervention, and measured the outcome. The emphasis is on leadership-led change — not process management.
- Clear diagnosis of the performance gap and leadership rationale for the intervention
- Documentation of the improvement initiative with team involvement
- Verified before/after performance data with analysis of the candidate's causal contribution
Panel Assessment
20%The panel at CTL tests whether the candidate can operate with the intellectual rigour expected of a CTL-certified leader. Assessors probe the candidate's thinking on team performance, accountability culture, and individual development — looking for depth, not rehearsed answers.
- In-depth discussion of performance improvement initiative and its evidence base
- Exploration of the candidate's philosophy on developing people and building accountability
- Critical challenge on the quality and interpretation of portfolio evidence
Capability Standards
CTL candidates are assessed against four capability domains that define what sustained, CTL-level team leadership looks like in verified practice.
Sustained High Performance
The CTL candidate has not simply led a team — they have led it to sustained high performance across multiple periods. This domain assesses whether the leader has created the conditions for consistent team delivery, not just isolated success.
- Evidence of high team performance sustained across two or more review cycles
- Quantitative performance data with the candidate's leadership contribution identified
- Demonstration of how the candidate maintained performance through disruption or change
Building Accountability Culture
CTL leaders do not just deliver through a team — they build a team that holds itself to account. This domain assesses the candidate's deliberate efforts to embed accountability as a cultural norm within the team, not simply as a management enforcement mechanism.
- Evidence of how accountability expectations were established and maintained
- Documentation of a challenging accountability situation and how it was resolved
- Testimony from direct reports or peers on the team's accountability environment
Developing Individuals
This domain distinguishes CTL from earlier levels. The candidate must demonstrate that they invest deliberately in the growth of the people they lead — producing documented development journeys, not generic team training records.
- A documented individual development journey for at least one team member
- Evidence of coaching conversations, goal-setting, and capability growth over time
- Measurable change in the team member's performance or capability attributable to the candidate's support
Performance Improvement Mastery
CTL leaders do not manage around underperformance — they address it. This domain assesses the candidate's ability to diagnose performance gaps, design and implement improvement initiatives, and lead through the discomfort that meaningful performance management requires.
- Documented performance improvement initiative with clear leadership rationale
- Pre/post performance data with verified outcomes linked to the candidate's intervention
- Reflective account of the candidate's own learning from the improvement process
Who This Level Is For
CTL marks the transition from emerging leadership to established team leadership. It recognises leaders who have moved beyond getting the basics right and are now building something — a culture, a capability, a team that performs consistently.
You are ready for CTL if you:
- Have led a defined team for at least 2 consecutive years
- Hold people management responsibility (performance reviews, development conversations)
- Can evidence sustained high performance across multiple review cycles
- Have documented the development journey of at least one team member
- Have led a performance improvement initiative with measurable outcomes
- Can obtain 360° feedback from at least three respondents, including one direct report
Consider CEL first if you:
- Have been in a formal team leadership role for less than 2 years
- Have not yet managed individual performance formally
- Cannot evidence consistent team performance over multiple periods
- Have fewer than 5 years of total leadership experience

The Assessment Process
Five structured stages from application to CTL certification. No exam. No coursework. Evidence-only.

Apply & Level Confirmation
Submit your application via the LII online portal. An assessor reviews your stated experience against the CTL threshold requirements, including minimum years in formal team leadership and people management responsibility. Confirmation within five working days. No charge at this stage.

Foundation Benchmarking Assessment
A structured baseline conversation — approximately 75 minutes — to establish the scope of your evidence, identify your strongest examples across all four domains, and confirm your readiness to proceed to portfolio build. Conducted remotely with an experienced LII assessor.

Portfolio & Evidence Build
You compile your Capability Evidence Portfolio spanning the 48-month evidence window, gather 360° feedback from a minimum of three respondents including one direct report, document an individual development journey for a team member, and complete your performance improvement initiative account. LII provides structured templates and access to an evidence coach. Most candidates complete this in 10–14 weeks.

Independent Assessment & Panel
Two independent LII assessors conduct a rigorous review of your complete submission. The panel conversation — typically 60–75 minutes — probes the quality and integrity of your evidence, challenges your interpretation of outcomes, and assesses the depth of your thinking on team leadership.

Successful candidates receive CTL certification, issued via LII Digital Passport — independently verifiable at verify.lii.institute. Certification includes recognised MLII Member status.
