Team

CTL — Certified Team Leader

For leaders who create change beyond their immediate team, across functions or organisations, working with and through people they do not manage.

Who this level is for

Leaders who take accountability for collective outcomes across functional or organisational boundaries: cross-functional programmes, joint working with partners, and shared problems no single team owns.

This level fits if your leadership looks like

  • Leading a cross-functional programme or project
  • Joint working with a partner organisation
  • Resolving competing priorities between functions
  • Arranging development for people you do not manage
  • Taking accountability for a shared outcome under real uncertainty

It may not fit yet if

  • Below this level, your leadership is reliable across varied contexts within your own function. That is CEL.
  • Above this level, you hold formal accountability for a significant unit, department or programme, putting into effect a strategy set by others. That is COL.

Common misunderstanding: “I lead a big team, so I am CTL.” CTL is about leading across a boundary you do not control, not team size.

The scope you lead: Team

Leadership across functional or organisational boundaries, with people you do not directly manage, on problems without a ready-made answer.

The question that decides it: Does your leadership hold across a boundary you do not control, with people you do not manage?

What you would need to demonstrate

Direction

Setting direction across boundaries, on adaptive challenges with no predetermined solution.

People

Building teams and capability across boundaries, including people you do not manage.

Change

Leading change that crosses functional or organisational lines.

Accountability

Owning collective, cross-boundary outcomes and handling the ethical complexity that comes with them.

Stakeholders

Engaging diverse stakeholders whose priorities differ from yours.

Evidence that might support it

For example:

  • Cross-functional plans and working-group minutes
  • Decision records showing trade-offs
  • Issue and risk logs
  • Emails negotiating with other functions
  • Corroboration from people outside your reporting line

You identify and evidence leadership you have actually demonstrated. You are not expected to create leadership experiences for the certification.
